Brussels – Since Kosovo declared independence from Serbia on 17 February 2008, only five EU member states have never recognised its sovereignty – Cyprus, Greece, Romania, Slovakia, and Spain. The other 22 member states did so within the first year of the new country’s existence.
By the end of February 2008, half of the EU ‘recogniser’ countries had positively assessed the legitimacy of Kosovo’s declaration of independence: France, together with the UK (which was an EU member at the time), on 18 February; Germany and Latvia on 20 February; Denmark, Estonia, Italy, and Luxembourg on 21 February; Belgium on 24 February; Poland on 26 February; Belgium on 28 February; and Ireland on 29 February.
Seven other EU members followed in March: the Netherlands and Sweden on 4 March; Slovenia on 5 March; Finland on 7 March; Croatia and Hungary on 19 March; and Bulgaria on 20 March.
The remaining four EU member states recognised Kosovo by the end of 2008: Lithuania on 6 May; Czechia on 21 May; Malta on 22 August; and Portugal on 7 October.
