Brussels – Negotiations on the 2028–2034 Multiannual Financial Framework (MFF), the EU’s next long-term budget, are now under way. Work is progressing also on the Global Europe Instrument, the new single external funding envelope – including EU enlargement – with a proposed allocation of €200 billion.
Following the Commission’s proposal, legislative work is under way in both responsible institutions – the Council and the European Parliament. Under the Cyprus Presidency, the Council is expected to agree on a Partial General Approach with indicative figures by June 2026.
In the European Parliament, the responsible negotiators have begun drafting their position on Global Europe. Here are the key MEPs to follow in the negotiations on Global Europe:
The standing rapporteurs – responsible for the entire process until the final negotiations with the Council – are Michael Gahler (EPP) for the Committee on Foreign Affairs (AFET) and Robert Biedroń (S&D) for the Committee on Development (DEVE).
They are supported by a group of shadow rapporteurs – MEPs who follow the progress of the report and seek compromises within the committee on behalf of their respective political groups – from both committees. In the AFET committee, these are Andreas Schieder (S&D), Jorge Martín Frías (PfE), Rihards Kols (ECR), Dan Barna (Renew), Tineke Strik (Greens/EFA), Özlem Demirel (The Left), and Alexander Sell (ESN). In the DEVE committee, Hildegard Bentele (EPP), György Hölvényi (PfE), Mounir Satouri (Greens/EFA), and Isabel Serra Sánchez (The Left).
Four additional committees have decided to deliver opinions on the report. The Committee on Budgetary Control (CONT) has appointed Marit Maij (S&D) as its rapporteur for opinion, the Committee on Fisheries (PECH) Oihane Agirregoitia Martínez (Renew), the Committee on Civil Liberties, Justice and Home Affairs (LIBE) Estrella Galán (The Left), and the Committee on Women’s Rights and Gender Equality (FEMM) Abir Al-Sahlani (Renew).
The Committee on Budgets (BUDG) has appointed Rasmus Andresen (Greens/EFA) as rapporteur for budgetary assessment.
